Tbilisi Citizens’ Needs Assessment

 

The present quantitative study assesses the needs of Tbilisi citizens.

The process of conducting the study lasted for several months in parallel with active election campaigns. The results of the study provide a real picture of citizens' needs based on 3000 interviewed individuals.

The study was conducted by the Institute of Social Studies and Analysis with the support of Open Society Georgia Foundation.

Respondents were selected from the 2016 voter lists provided by the Central Election Commission. Interviews were conducted in 10 districts of Tbilisi.

Asked about general situation in Tbilisi, most respondents (56%) said that Tbilisi is not developing in the right direction over the past three years with 22% having clearly negative attitude.

21 spheres of social life and infrastructure were assessed with the following ones named as most problematic:

  • Load-bearing walls and buildings in need of urgent repair
  • Social protection
  • New construction sites
  • Education infrastructure
  • Green spaces
  • Public order and safety

Respondents positively assessed the following spheres of social life and infrastructure in Tbilisi:

  • Outdoor lighting
  • Cleaning services
  • Tourism infrastructure

Respondents gave neutral assessment to a number of spheres, among them transport, roads, recreation, reconstruction of old districts of Tbilisi, improvement of residential houses, healthcare, educational programs, culture infrastructure, culture events, sport and youth affairs.

According to the study, the majority of Tbilisites (66%) is not aware about the 2017 budget and planned programs. 1.9% is well-informed and 13.6% of respondents said that they are more or less aware.
